Police Crack the Case of the Raincoat Ghost

Have you ever seen a ghost (鬼魂)?

I know ghosts aren't real.

But sometimes we see something we can't explain…

…and we turn to superstitions (迷信) to find the answer.

That's what happened recently in Changhua County.

One evening, someone was waiting at a stoplight in Xizhou (溪州) Township.

They saw something that nearly scared them to death

It was a yellow raincoat (雨衣), floating over the zebra crossing.

The raincoat looked just like a person was wearing it…

….but there was nobody inside!

It was so strange, because there was no wind that day, and nobody else was nearby.

So, the frightened person took a video with their phone.

They watched the raincoat drift around for more than two minutes, with no explanation.

Local security cameras saw it too.

Soon, the videos were posted online.

People from all over Taiwan began to share their theories.

Some people said the raincoat was pulled by invisible strings.

Other people said construction workers put the coat there, to keep cars away from their work site.

But, the Changhua police didn't find any strings, and the workers said they didn't do it either.

There were a few people online who said the coat really did belong to a ghost.

But the police wouldn't believe that.

In the end, they used security cameras to find the man who was responsible.

It was all a silly prank (惡作劇).

The raincoat belonged to a local man.

He was a plumber named Chung (鍾).

He said he filled the raincoat with hydrogen gas (氫氣).

Chung also taped the hood and the sleeves shut, so the gas would not get out.

Because hydrogen gas can float, it made the raincoat float around like a ghost.

Why did Chung do it?

He told police he thought it was funny.

But police say his prank scared people, and could have caused a car accident.

Now they are charging Chung with a crime.

So, there may not be any such thing as ghosts…

…but there are a lot of pranksters out there.

Climate Change Meeting Starts Next Week

The world is heating up.

Scientists say 2023 is probably the hottest year ever.

All over the world, people are working to find a solution for climate change.

There are lots of meetings between countries who want to solve this problem.

But one meeting is bigger than all of them.

You could say it's the most important event in the world.

And it starts next week.

The meeting is called the "2023 United Nations Climate Change Conference".

But most people just call it "COP28".

Why 28?

Because it's the 28th time the United Nations (聯合國) have held this meeting.

So what's going on?

For two weeks, the meeting will bring together world leaders, scientists and experts to try to find a solution.

They will meet in Dubai (杜拜).

It's a city in the United Arab Emirates

Because that country is hosting the meeting, they get to choose the meeting's president.

They have chosen a man named Sultan Al Jaber.

This is a controversial choice, because Al Jaber is also the CEO of an oil company.

As we all know, climate change is caused by burning oil and other fossil fuels.

So how can Al Jaber lead this meeting if his company is helping cause climate change?

He says that oil companies need to be part of the solution.

Lots of people disagree.

Still, there are four goals for the COP28 meeting that everyone agrees on.

First, they want to speed up the energy transition

That means quickly moving away from fossil fuels, and moving towards green energy.

Second, they want to improve climate finance

That means getting more money to projects that can fight climate change.

Third, they want to put nature, lives and livelihoods at the heart of climate action.

That means thinking about both nature and people when making decisions.

Finally, they want to make the meeting more inclusive (包容性).

That means including people who have been left out of conversations on climate change before.

These are four huge goals.

But the people at COP28 will do their best to reach them.

The fate of our planet (地球的命運) depends on it…

…and we have no time to lose.
