As states across the U.S. prepare to loosen shelter-in-place orders, new questions arise. Repairing the economic damage wrought over the last 45 or so days is certainly a priority, but one can't help but wonder, were these shutdowns really necessary? Might a similar outcome have been achieved with far less financial carnage?
