Technically it's more of a black flag than a black swan. A black swan is something nobody sees coming. A black flag is an event that is blamed on a particular group and used to justify future abuses against that group.
What will happen on September 3 and beyond? Why is Raiklin giving “amnesty” to whistleblowers until then? What does he plan to do after that?
