The State of Alabama had a state legislature based in part on geographic districts (like counties) and not population. Plaintiff Sims lived in a very populous district with the same representation as those living in much less populated areas. Sims alleged his rights to Equal Protection pursuant to the 14th Amendment were violated by this system. The U.S. Supreme Court agreed and declared all state legislative districts had to be based on proportional representation and not geography.
