Is it time for Belfast to introduce an anti begging exclusion zone? That's what's being suggested in today's Belfast telegraph. The paper leads with a story claiming "PSNI officers on city centre beat warn vagrancy is out of control". It's claimed some beggars are making up to 170 pounds a day. Exclusion or dispersal zones are used in other cities in the UK. In London it's used on a temporary basis to target begging, street gambling and rough sleeping.
