People will begin behaviors that are praised.

We never blame people!
We blame cultures, behaviors, systems and processes, but we are very clear about what cultures, behaviors, systems, and processes are right, and which ones are wrong.
People can then clearly choose which they want to be a part of.
It is then their choice. They can rise to the standard or leave.
No one should even have the ability to endure or hide below the line.
