At the turn of the century in 1900 The city of Houston only had 4500 people living here. City leaders were trying desperately to create something big, like Mardi Gras in New Orleans. So they came up the NoTsuOh Festival. Quote- “This celebration was held for almost 20 years.” Best Minute- “It was a Fall festival that included parades, balls, college football games, and a carnival midway.”
