I examine Ukraine’s reported overnight strikes on Russian defense-industrial and energy targets, including the Proton-Electrolux plant in Oryol, which Ukraine says produces components for S-71 cruise missiles, 9M723 Iskander-M ballistic missiles, and Pantsir-S1 systems. Russian sources published what they identified as Storm Shadow debris, while a Russian milblogger disputed the regional government’s characterization of the facility as civilian.
I also assess the reported strike on Togliatti’s synthetic-rubber and petrochemical plant, whose output can support solid rocket-fuel production, and the drone strikes on Crimean energy substations that reportedly caused blackouts in Sevastopol and Simferopol. Beyond the deep strikes, I cover Russia’s claim to have intercepted 616 Ukrainian drones, continued attacks on civilians in Dnipropetrovsk, Kharkiv, and Kherson, reported Starlink speed restrictions, battlefield-loss figures, and the newly unveiled Rusty Dagger Block 40 missile. The central question is whether disrupting production inputs can impose durable costs on Russia’s missile campaign.
