The New York Times reported in August that President Trump signed a secret directive for the Pentagon to use military force against Latin American drug cartels. The U.S. military on September 2 struck a speedboat allegedly carrying drugs from Venezuela, killing 11 people purportedly associated with Tren de Aragua, a Venezuelan gang.
