The National Defense Strategy (NDS) per the 2019 National Defense Authorization Act (NDAA) found that the return of competition between powers is the most critical challenge the US faces. It identified Russia and China as competitors that aim to manipulate the world around them into accepting their authoritarian models.
A few ways our adversaries do this have been seen for decades: through propaganda, hacking networks, implanting vicious software, or manufacturing seemingly innocent hardware.
