The investigation, triggered by Chief Stephanie Foley's harassment complaint, revealed Jablow's interference in police matters and undermining of Foley, despite her positive performance reviews. The findings prompted Jablow's resignation and now the city is implementing new guidelines to prevent future abuses of power under acting mayor Holli Ploog.
