• The plan is a massive overhaul of talent management and provides structure and a way forward for enlisted force development.  
• Each of the 28 objectives support one of CSAF Brown's four previously announced ACTION ORDERS
  • Airmen, Bureaucracy, Competition, and Design Implementation
