For this reason Christ is the mediator of a new covenant, that those who are called may receive the promised eternal inheritance —now that he has died as a ransom to set them free from the sins committed under the first covenant. Hebrews 9:15

Keeping in mind that the book of Hebrews is addressed to Jews, the author has consistently worked to demonstrate that Jesus is the culmination and perfection of the Law.
Initially, he demonstrates Jesus's superiority over the most exalted of Jews, Moses and Abraham.
Next, the author demonstrates Jesus's superiority as our High Priest over the most exalted High Priest of the past, Melchizedek.
In chapter 9, the author demonstrates Jesus's superiority as an offering for sin and the New Covenant He has ushered in.
Under the old covenant, the closest a Jew could ever get to God is the outter courtyard of the Tabernacle. Only the priests were allowed in the Holy Place (a room inside the Tabernacle) and only 1 priest annually could enter the Most Holy Place to offer a sin offering for the people. The sin offering had to be repeated year after year because it was never sufficient. 
Under the New Covenant, Jesus paid the sin offering once and for all. It doesn't have to be repeated over and over! We are forgiven now and forever once we have Him as our Lord and Saviour.
