I recently had the opportunity to sit down with newly retired LAPD Sgt Marlon Marrache. He is a subject matter expert in police discipline and all related matters. We discussed procedures and agency accountability, but more importantly the role leadership plays in maintaining that trust. The expectation to be treated in a fair manner when it comes to internal investigations and related discipline has been taken out of the hands of the front line investigator in many jurisdictions. The role politics and egos play in "impartial" investigations is discussed. Sit back and give this episode a listen, definitely some good take-aways.
Marlons Bio;
I’m a 24-year veteran "retired" Police Sergeant with over 12 years of Police Misconduct Investigation, adjudication, and examination experience. During my 15 years as a Sergeant, I successfully completed an assignment in Internal Affairs as an Associate Advocate conducting Board of Rights Hearings, and to Officer Representation Section defending police officers.
These assignments have afforded much success in demonstrating my expertise in Peace Officer Bill of Rights Act (POBRA) violations and in Police Mediation (i.e., Biased Policing Complaints) investigations. It has also allowed me to teach "instruct" Police Misconduct and Categorical Use Of Force Investigations with an emphasis in Officer Involved Shootings (OIS).
