War—a struggle to achieve a goal.
War effort—a coordinated mobilization of a society’s resources towards the support of a force seeking a goal and the good of its citizens.
Another way we might define war effort might be this:
A group of people who are willing to change and do whatever needs to be done in order to achieve a common goal.
