One authority holds a position and is called to help order us and others and things.
Another authority holds our attention and is calling us to follow. When we see the fruit of this second kid of authority (in a person) is of God, the second authority helps us discern the first authority and recognize the need for legitimate obedience to that first authority. We see it is for our good!
