Trump Tweets indicate that he will immediately use the $1.6B appropriated in the Omnibus to start building the wall immediately while also using his Presidential emergency powers to command military personnel, namely the Army Corp of Engineers to build the wall and get it done at half the estimated price, and ahead of schedule. Then he will renegotiate NAFTA with or without tariffs to make sure it's crystal clear that Mexico will pay for the wall. Promises made, promises kept.
