Request a conference with an IRS manager.
Use the IRS's Alternative Dispute Resolution (ADR) program for mediation.
File a formal appeal with the IRS Independent Office of Appeals.
Timalyn does explain the difference between mediation and filing an appeal, when it might be more effective than an appeal, and the importance of acting within time limits.
