Throughout the 1990s and 2000s, the Exxon oil company funded US-based organizations that sought to discredit climate science, assure the public that it was safe to burn fossil fuels, and block US participation in international climate treaties. The news organizations The Guardian and DeSmog have published an investigative report uncovering payments from Exxon to The Atlas Network, a group of 500 pro-capitalist think tanks that sabotaged support for international climate treaties across the Global South. These treaties would presumably result in limiting the consumption of fossil fuels and therefore affect profits of the oil company. The Atlas Network, funded by Exxon, published false research to try to convince poor countries that entering into treaties that slowed the effects of climate change would hurt those poor countries disproportionately. The opposite is true; statistics show that poor countries suffer the worst consequences of climate change. According to the report, Exxon and the Atlas Network took advantage of tensions between countries to raise economic fears that persist to this day.
