According to the Israeli military, because Hamas fighters are not always in uniform, there are almost no restrictions in terms of who, when, or why Israeli soldiers can shoot any Palestinian person they see, of any age. Soldiers are required to report the "number of terrorists" they killed, and there is a sense of competition about who has killed the most. The soldiers also described what the military calls "normal fire;" when the soldiers just fire their weapons at buildings out of boredom.
