From The Bad List!
When a retired police officer is in the wrong place at the wrong time, his former partner vows revenge. Little does that guy know that an entirely different crime was being committed and an investigator from Japan arrives to illegally recover a stolen prototype without the knowledge of the US government. Despite their initial conflicting personalities, the two will eventually become friends in order to defeat a villain who has maybe 5 minutes of screen time.
