As part of the strategy to take back the House in November, GOP lawmakers are working on what they're calling a conservative environmental plan. However, the early details of the plan are being widely criticized as insufficient. Plus, the EPA announces today a new rule defining what wetlands and streams fall under federal regulations. And, the Interior Department approves construction for the Keystone pipeline.
