In 2007, Russian President Vladimir Putin came to the Munich Security Conference to deliver a speech that still reverberates today. He talked about the threat of a “unipolar world.” By this, Putin meant a world in which the United States was the sole superpower.
The speech marked a dramatic shift in the posture of Russia toward the West after the fall of the Soviet Union.
