Tiffany Hill lived in constant fear because she was a victim of domestic abuse. In November 2019, her estranged husband, Keland Hill, was released on bail—even though his risk of committing domestic violence homicide was alarmingly high. He was a walking red flag. Just five days later, he killed Tiffany and then took his own life.
