For months, the colony on LHS 1140 b has been flooded with illicit
stimulant implants smuggled in by criminal networks. Addiction rates
have risen. Violence has increased. Public confidence in the colonial
government has collapsed.
Under enormous pressure, a local faction calling itself The Vigilant
Tide has taken things into their own hands. Their actions violate UFR
law, but within the colony they are wildly popular.
The UFR has convened an emergency hearing. How can they take control of
the situation without making things worse?
And of course, anything could happen...
