Republican lawmakers in North Carolina have passed a new congressional map that could add another GOP seat in the U.S. House. Gov. Josh Stein, a Democrat, cannot veto the measure under the state constitution. Critics say the plan targets Rep. Don Davis (D-N.C.)’s district by adding conservative counties and splitting majority-Black areas. Civil rights groups call it part of a long history of voter suppression in the state.
