A tanker truck caught fire beneath I-95 Sunday morning, causing the north bound lanes of the highway to collapse. Pennsylvania Governor Josh Shapiro issued a disaster declaration. Repairs are expected to take months. It’s left the Northeast Philly region in a traffic nightmare.
