For several months now, the city’s been implementing the Kensington Community Revival Plan — a multiple-phased approach to address the decades-long open air drug market in the neighborhood, as well as quality-of-life issues such as homelessness, addiction, and violence. But there’s been mixed reviews on how effective it’s been.
