In July 2008, a routine overnight trip across Manitoba turned into one of the most widely discussed criminal cases in modern Canadian history. 22-year-old Tim McLean was travelling home when he was killed by fellow passenger Vince Li — a crime that shocked the country and sparked a national conversation about mental illness, public safety, and Canada’s Not Criminally Responsible (NCR) laws.
