“Public Access America has always had one hope, one goal. And that would be, if you know what I know, only then can wen move forward together. Since we can never truly understand the perspective of another, we can maybe set some base ground rules. I might not know why you do what you do, but I don’t have to. I and you can move happy knowing that at it’s worst. This would be the base line. Acting this way to another human being is basic. Zero impact on the scale. This is the Police saying when you see us. This is what you can expect. You don’t need worry about every little detail. We are the police and here to protect and serve you as a permanent, temporary, but current human in our great city.”
In early 2017, the United States Department of Justice concluded a yearlong civil rights investigation of the Chicago Police Department. The investigation confirmed what many Chicago residents already knew—that CPD has a history of serious problems endangering the lives of both residents and police officers. That history has had terrible consequences for both police and residents. African American and Latino communities in particular have felt targeted by racially discriminatory policing, and city taxpayers have paid more than $760 million in settlements for improper police conduct. At the same time, the mistrust of police has hurt the ability of officers to do their jobs, which makes communities less safe and puts the lives of officers at risk.

MOVING FORWARD:
The Attorney General’s Office and the City filed a draft consent decree in federal court on September 13, 2018. The federal judge overseeing the case has announced that the court will accept written comments on the draft consent decree until 4:30 p.m. on October 12, 2018, and the court will hold public hearings on October 24 and 25, 2018.
