A San Diego teenager who pleaded guilty to his role in the murder of a homeless woman was sentenced to 1 year in county jail and probation. Newly released figures show that San Diego leaders are still struggling to provide enough housing for every person. Water rates have now increased by 5%, and by 2025 they will likely be up by 19% over current levels.
