Paul ties these two principles together throughout the whole passage: believing with the heart and confessing with the mouth. Why? Because saving faith is not merely knowing and affirming theological truth about the crucifixion and resurrection of Christ; rather, saving faith always acts upon what is believed. Saving faith that believes the substitutionary atonement and resurrection of Christ becomes visible when the sinner calls upon the name of the Lord to be saved (Rom. 10:13), and confesses Jesus as Lord.
