Tough cutbacks in public spending could be mitigated by a new Climate Change Tax says Dr Chris Hope. A Climate Change Tax of £75 per tonne of carbon dioxide would allow a drop in income tax and replace the need for a hike in VAT; in fact it could lead to VAT being reduced back down to 15 per cent.
