Candelaria Garay, Associate Professor of Public Policy; Frances Hagopian, Jorge Paulo Lemann Senior Lecturer on Government at Harvard University and the Faculty Chair of the Brazil Studies Program at the David Rockefeller Center for Latin American Studies; and Steve Levitsky, Professor of Government at Harvard University; served as respondents.
