Texas Governor Rick Perry signed a new law Thursday that bans abortions after 20 weeks. It also increases requirements for clinics and doctors that provide abortions. Clinics have a little over a year to upgrade to ambulatory surgical centers. The vast majority are likely to close. Women in rural and poor areas of the state will be the most affected. In Laredo, Texas women haven't had access to abortion clinics for years. But they have access to the border where those who supply alternate options are bracing for a boom in business.
