Dominic Harrison, Director of Public Health for Blackburn with Darwen Borough Council, looks at the different roles that local authorities, individuals and other health services play in improving health. Dominic says that health services only play a small part in the health of the population and shares how an initiative underway in Blackburn with Darwen - which offers free leisure services to people - has had a positive impact.
