Isla Vista and Santa Barbara County are experiencing a third wave of rising COVID-19 cases. Health leaders say it's being fueled by the potent Delta variant and hit three weeks after the July 4th holiday weekend, when many IV and Santa Barbara area residents traveled or attended parties and gatherings.
