Back in the day, Halloween meant 'Party Time' in Isla Vista. Thousands of revelers would descend on Del Playa Drive and surrounding streets over the Halloween weekend and things started getting out of hand.
In recent years, UC Santa Barbara groups and student leaders have partnered with the UC Police Department and other law enforcement to keep 'out-of-towners' away.
