A mechanic who was captured on CCTV dumping a bin bag full of rubbish in a County Durham woodland has been ordered to pay almost £1,800. Footage showed Graham Makepeace, of May Street, Bishop Auckland, pretend to check his car tyres when another vehicle drove past while he was committing the offence.
