City officials and a developer from Columbus, Ohio are engaged in a staredown over tax incentives to remake the former Phoenix Hill Tavern and Mercy Academy sites.

Edwards Companies, the developer, is threatening to leave if it doesn’t get more taxpayer money. But so far, Metro government isn’t budging.
