As citizens of heaven, we live out the culture of the city of heaven within the cities of this earth. We are refugees of heaven so we don't conform to the world and we are sent so we do not abandon. That means that like Jesus, the king of heaven, being a citizen of heaven means loving our city on earth. The church is a heavenly city within the earthly city. (Hebrews 11:1-16)
