According to Harvard Professor Jonathan Zittrain, 73.21% of citation links on the Harvard Law Review are broken thanks to the rapidly evolving nature of the internet. He describes a project he is working on to eliminate that problem by having a coalition of academic libraries automatically download and store anything linked to by a published paper in perpetuity.
