The U.S. Army Corps of Engineers granted federal permits to Enbridge last week, backing the Canadian oil company’s plan to reroute Line 5 in northern Wisconsin.
That action was premature, environmental groups argue, as litigation over the project’s state-issued permits is still awaiting a final decision.
