Slate and Sailor have sailed to Key West to pick up a load of unknown cargo. When they arrive, however, no one is there to meet them.
Upon arriving back in Havana, Slate is confronted by an exotic hotel guest who inquires about the mysterious shipment. When Slate and Sailor go to her room to find out more, they find her murdered.
Before the all is said and done the duo learn that the mysterious missing cargo was actually a load of weapons intended for Cuban revolutionaries.
