Major Barlow has been sent from Washington to survey all posts in the frontier territories. From the outset it is obvious that his ideas on dealing with the Indians on the reservations with harsh discipline, as prisoners of war, varies widely from that of both Major Daggett and Captain Quince.
When a local man reports that his son has been kidnapped by the Cheyenne, Major Barlow wants an immediate and merciless response. Captain Quince, on the other hand, wants a cool-headed response in order to first obtain all the facts.
How will he balance his reaction with the orders he is given?
