The North Dakota Public Utilities Commission holds a special meeting on November 8, 2016, to discuss a complaint against the Dakota Access Pipeline. The commission voted to move forward with the complaint, which alleges that the company failed to notify the state after discovering tribal artifacts at a construction site in October 2016.
