Alkire spoke about the priorities of the five tribal nations with homelands in North Dakota: the Standing Rock Sioux Tribe, the Mandan, Hidatsa and Arikara Nation, the Spirit Lake Nation, the Sisseton-Wahpeton Oyate and the Turtle Mountain Band of Chippewa Indians.
The Tribal-State Relationship Address is presented every year to the North Dakota Legislature. Leaders of the five tribes alternate in delivering the speech.
