The European Union often punches below its weight because of unclear governance. Reforming the governance of the continent has become urgent for three reasons: more politically-sensitive topics are now at the core of the debates, Europe faces greater external challenges, and future EU enlargement will potentially increase the diversity of the bloc’s membership.
