HAARP was an ionospheric research program jointly funded by the U.S. Air Force, the U.S. Navy, and Other Institutions. The programs are said to have mysterious experiments done on the ionosphere that may have started the trumpets in the sky. (Listen to Episode 111 on Trumpets in the Sky for more info)
