In this episode Justin Bullock gives a lecture titled "Creating Artificial Bureaucrats: A Path Forward." He argues that artificial intelligent complex systems will need to embody certain characteristics to be able to execute governance tasks utilizing artificial discretion. He also presents the comprehension criteria as the limiting case for when human discretion should remain preferable to artificial discretion.
